ExxonMobil revealed plans Monday to produce API Group II base stocks at its Rotterdam, Netherlands, refinery starting in 2018. Esso Nederland BV, an ExxonMobil affiliate, recently filed an environmental impact assessment with the regional environmental protection agency for the project.
